JEA Awards Committee
Fair and open competition is a basic tenant of public procurement. Our goal is to inspire public confidence that contracts are awarded equitably and economically. To promote fair and open competition, Awards Committee decisions will ensure JEA work is bid out to the maximum extent while serving JEA’s best interests.

The JEA Awards Committee meets at 10 a.m. every Thursday to consider formal purchases exceeding $200,000. Meetings are held in downtown Jacksonville at the JEA Tower, eighth floor conference room, 21 W. Church St.

Procurement Appeals Board
The JEA Procurement Appeals Board (PAB) conducts solicitation and award reviews as needed, discussing appeals publicly. PAB decisions may be issued verbally or in writing within three days from the date of a hearing.
JEA Bid Section
Bids contain a list of pending purchases of goods or services that exceeds $200,000. Copies of bids may be obtained by registering online and downloading the requested documents or by contacting Travis Pete at LDI, (904) 381-0777.
Procurement Services has developed a new process to manage unsolicited contacts with vendors who wish to do business with JEA. The new process designates an Unsolicited Vendor Contact (UVC) Coordinator to serve as a single point of contact for all unsolicited calls. If you are a vendor who would like to do business with JEA, complete the appropriate application below or contact Paula Jennings, JEA UVC Coordinator, at (904) 665-7594 or via e-mail at uvcrequests@jea.com.
Jacksonville Small and Emerging Business Program (JSEB)
The Jacksonville Ordinance 2004-602, with revised Chapter 126 was approved and enacted on August 10, 2004. This legislation replaces the former Small Business Enterprise/Small Disadvantage Business Enterprise (SBE/SDBE) program with the Jacksonville Small and Emerging Business (JSEB) program.
JSEB and MBE vendors that have been certified to perform work on JEA contracts can be found on the City of Jacksonville’s (COJ) website. To access the COJ website, visit: http://cojapps.coj.net/jseb/ . The COJ website also includes the JSEB Certification Application and a Summary of JSEB/MBE Certification Requirements.
