JEA is transitioning Normandy Village Utilities (NVU) customers into JEA’s systems. Beginning with bills issued on or after October 1, 2026, these customers will receive one monthly JEA bill for their utility services instead of separate bills for each service.
  
Our goal is to provide NVU customers with a reliable utility experience, simpler billing, convenient payment options, and continued investment in the water and wastewater system. 
 

NVU Town Hall – September 17 

JEA will host a public meeting for NVU customers on Thursday, September 17, 2026, at Ed White School Auditorium (1700 Old Middleburg Road North) from 6:30 - 8 p.m.

The town hall is an opportunity to learn more about the transition, ask questions and meet the JEA team supporting your water and sewer services. We’ll also share information about the utility systems and upcoming projects in your neighborhood. 

 

Coming in October: One Combined JEA Utility Bill 

Beginning with bills issued on or after October 1, 2026, customers will receive one monthly JEA bill for all utility services instead of separate bills for electric and water, sewer and irrigation services. 

What to Expect 

  • One monthly JEA bill for electric, water, sewer and irrigation services (if applicable).
  • Your combined bill will be mailed on the same monthly schedule as your current JEA electric bill.
  • Water, sewer and irrigation services will transition from NVU rates to JEA's current rates.
  • Access to JEA's convenient payment options, including online payments, pay-by-phone and AutoPay. 

No Action Required

If your account information is current, you do not need to do anything. Your billing will automatically transition to your new combined JEA bill. 
If JEA has contacted you separately to verify your account information, please respond as soon as possible to help ensure a smooth transition.

About the NVU Transition 

In 2025, Normandy Village Utilities (NVU) notified the Florida Public Service Commission and the City of Jacksonville of its intent to abandon its water and wastewater systems. 
  
To help ensure continued service for customers, the court appointed JEA as receiver of the NVU water and wastewater systems. JEA continues to operate and maintain these systems while the future ownership of the utility is determined. 
  
JEA is committed to supporting NVU customers through this transition and providing reliable utility service.

Improving the NVU Water and Wastewater System

JEA is continuing efforts to assess, maintain, and improve the NVU water and wastewater system. In partnership with state and local agencies, JEA is pursuing funding opportunities to support needed infrastructure improvements and long-term system reliability. 

Funding Information 

JEA will utilize a block grant from the United States Department of Housing and Urban Development (HUD) administered by the Florida Department of Commerce (FloridaCommerce) to fund the project.
