Important Notice

On March 25, 2025, the JEA board of directors approved the below rate adjustments, which will be effective beginning on April 1, 2025.

Use our updated Bill Estimator to estimate the electric and water portions of your upcoming JEA bill based on your typical consumption.

As a municipal utility, JEA is dedicated to keeping costs down and serving you with the reliable utility services you expect each day. We proudly offer some of the lowest combined water and electric rates in Florida among major cities, while remaining committed to investing in sustainability, new technologies and infrastructure.

Over the past decade, the utility industry has experienced significant changes. JEA, along with other utilities, must comply with stricter regulatory requirements while managing the increasing cost of doing business and growing energy and water demands of customers.

In response to these challenging conditions, JEA has proposed electric, water and sewer rate adjustments that will better align our revenue requirements with what it costs to serve you. The proposed rates, which the JEA board of directors approved on March 25, 2025, will go into effect beginning on April 1, 2025.

How Will These Rate Adjustments Impact My Bill?

The rate adjustments include changes to customer charges and how bills are structured. Impacts will vary across JEA’s customer base. While some customers may see a bill decrease or no change, many will see slight increases to their bills.

Overall, the average bill increase for customers will be about 3.7%. The increase will depend on the size of your property, how much you consume, and conservation measures you may choose to take.

The new rates will be effective starting on billing cycles that end on or after April 1, 2025, for services provided during that billing cycle and going forward.

Electric Rate Adjustments

The average customer uses about 1,000 kWh of electricity per billing period. These customers will see an increase of about 3.6%.

What’s Changing?

  • The basic monthly charge for residential electric customers is increasing from $15.75 to $17.50 in April 2025 and to $19.25 in October 2025.
  • The new residential rates will change from a single-tier price to a two-tier price.
  • The basic monthly charge for small commercial customers is increasing from $21.00 to $23.00 in April 2025 and to $25.00 in October 2025.
  • The energy charge for small commercial customers is increasing from $.06276 to $.06670 in April 2025 and to $.06813 in October 2025.

Water, Sewer & Irrigation Rate Adjustments

Prior to this year, JEA had not raised water rates in 13 years. However, if rates had been adjusted with inflation, water customers would be paying an average of $32 more on their water bill. With JEA’s new water rates, the typical customer will only pay an average of 56 cents more per month.

What’s Changing?

  • The basic monthly charge for all water customers will change based on your meter size.
  • Some customers may see a water and sewer rate decrease.
  • The typical small multifamily unit owner will see a decrease of about 27% in their water and sewer bill.

Why Are Rate Adjustments Needed?

The goal of rate adjustments is to align the cost of running a large municipal utility such as ours with the cost to provide the service and reliability you expect. The increasing cost of doing business and the growing water and energy demands of our community have had significant impacts on our operations. To meet these needs, it's essential that we continue to invest in sustainability, new technologies and infrastructure while complying with state and federal regulations.

Persistent Inflation

JEA has maintained stable rates for years and must respond to current and anticipated inflationary pressures on the cost to serve our customers.

Capital Investment

As JEA's grid ages, maintaining infrastructure and building new facilities require significant investment.

Regulatory Requirements

Meeting stricter environmental regulations, such as reducing carbon emissions or water pollution, requires expensive technology upgrades.

Cleaner Energy

JEA’s investments in cleaner energy, such as nuclear and solar, require significant upfront investment.

How Can Rate Adjustments Benefit You?

The new rate adjustments will support large-scale projects to help make your utility services more reliable and resistant to storms, as well as providing the capacity to serve a growing community and protect our environment for generations to come.

Environmental Impact
  • Removing carbon-intensive generation resources such as St. Johns River Power Park and Plant Scherer.
  • Meeting JEA's 35% clean energy goal by 2030.
  • Retiring less efficient fleet in response to emission regulations.
  • Strategically moving water from areas of high availability to locations of high growth and demand.
  • Promoting the health of the St. Johns River by reducing nutrient discharges.
  • Investing in new technologies to comply with increasing environmental regulations, including state-of-the-art processes to purify reclaimed water to replenish the aquifer.

Diversifying Generation Resources
  • Receiving carbon-free nuclear power.
  • Investing in utility-scale solar purchases.
  • Prudently hedging fuel cost to stabilize fuel portion of bills.

Grid Modernization
  • Investing in grid enhancements to enable new distributed technologies and evolving customer behaviors and demands.
  • Reinvesting in physical and digital safety and security measures.
  • Renewing aging facilities and replacing critical capital assets. Visit our Capital Projects page to learn more about these efforts.
  • Investing in backup generators for key pump stations, promoting greater reliability during storms.
For the Community
