Economic Development Incentive Programs

JEA’s Economic Development Program (EDP) and Enhanced Economic Development Program (EEDP) were designed to provide qualifying new and existing JEA customers with a financial incentive to expand their business and create job opportunities within our service area. The goal of the program is to help promote economic growth in Northeast Florida, alongside the City of Jacksonville and JAXUSA Partnership.

A 6-year discount on a portion of electric charges (including energy & demand). Discount starts at 30% and declines by 5% each year. Applies to new electrical demand only. A 9-year discount on a portion of electric charges (including energy & demand). Discount starts at 45% and declines by 5% each year. Applies to new electrical demand only.
Additional 5% discount for projects located in Targeted Areas- City designated economically distressed areas or industrial-zoned properties. Additional 5% discount for projects located in Targeted Areas- City designated economically distressed areas or industrial-zoned properties.
Criteria Criteria
For new or expanding electric load of 300 kW or more. For new or expanding electric load of 500 kW or more.
Company must commit to adding at least 15 full-time employees Company must commit to adding at least 50 full-time employees.
Excludes multi-tenant residential and commercial properties. Other restrictions may apply. New or expanding electric load of 3,000 kW or more and must commit to adding at least 15 full-time employees
Customer must qualify as a Targeted Industry, as defined by the state of Florida.

Program Availability

To participate in either economic development program, businesses must enter into an Electric Service Agreement and meet the criteria for one of the following rate schedules: General Service Demand (GSD), General Service Demand Time of Day (GSDT), General Service Large Demand (GSLD), General Service Large Demand Time of Day (GSLDT), or General Service Large Demand High Load Factor (GSLDHLF).

Name changes or superficial alterations at an existing location, without changes in ownership or control, do not qualify a business for the program. If ownership transfers after initiating the agreement, the new owner may continue the remaining term provided there are no reductions in staff or metered demand. Enrolling in this program precludes participation in other rider programs for new loads. Load shifting between JEA service points is prohibited.

Participants must maintain good financial standing.


Program Approval

To enroll in either economic development program, customers must submit an application and receive approval. Upon meeting the planned increase or minimum requirements, customers will notify JEA in writing and execute a Service Agreement. The discount will apply to monthly bills generated after executing the agreement, with no retroactive discounts. For the initial bill, the discount will take effect on the next full billing cycle following agreement execution.

Initial verification of load and employees is required. Annually on the agreement anniversary, customers must submit updated employment verification documentation to JEA.


Program Provisions

The discount is applied to the demand, energy and environmental charges. Existing customers receive a discount on these components on Incremental Load only. JEA will establish a 12-month baseline usage for each qualifying existing customer. Such baseline will reflect the billed peak kW and highest kWh consumption for the twelve-month period immediately preceding the customer's Economic Development Program (EDP) or Enhanced Economic Development Program (EEDP) application. The portion of the customer's demand and energy which has increased above the baseline as a result of expansion shall be called the Incremental Load.

The discount does not apply to customer charges, fuel, excess KVAR, penalties, service charges, Gross Receipts Tax or other applicable taxes including franchise fees.


Tariff Document

The Programs are included as Riders in the prevailing JEA Electric Tariff Documentation.


Concurrent Initiatives

If the Federal or Florida State Government, regulatory body or task force promulgates, legislates, or in any way institutes statutes, rules or other regulatory requirements or objectives that provide for discounts to electric service, JEA reserves the right to immediately remove the Program from its Rate Tariff.
