Project Objective
JEA recently started site clearing and earth work in preparation for the construction of JEA’s H2.0 Purification Center. This state-of-the-art education and research center will be located at 7599 Southside Boulevard, north of Deerwood Country Club.
About The H2.0 Program
Planning for JEA’s water purification program began in 2014. The three-phase multi-year program consists of pilot testing, demonstration and implementation. JEA has branded the water purification program H2.0®, as a nod to the 2.0 version of JEA’s water (H20) supply. JEA’s H2.0 Purification Center, which is currently under construction, is part of the second phase of this program.
How Will The JEA H2.0 Purification Center Be Used?
The one million-gallon-per-day purification center will be used to showcase purification technology, while engaging the public and stakeholders in this process. It will include a visitor education area and serve as a training facility for JEA staff and industry leaders.
The purification process to be demonstrated at the Center is similar to what nature does through rainfall replenishing the aquifer — only with a smaller footprint, in a shorter amount of time. This multi-barrier purification process is based on membrane and advanced oxidation technology which will provide JEA long-term aquifer sustainability to meet future water needs and help educate our community.
Site Plan & Landscape Buffer
JEA is committed to being a good neighbor to the local community. The current site plan calls for a substantial landscape buffer between the northern property boundary of Deerwood Country Club and the site. Over 100 bushes and 50 large tress will be planted on the southeast portion of JEA’s property to create a layered landscape buffer. There will also be a security fence, retention pond with a berm, and parking areas between the building and the Deerwood community boundary.
The technology to be used at the Center is similar to drinking water treatment, as opposed to sewage treatment. The entire process is enclosed so there are no exposed odor sources. JEA also had a noise study performed as part of the design to ensure the operation of the Purification Center complies with the City of Jacksonville noise ordinance day and night. The building will have a modern and appealing exterior that will complement the surrounding environment.
Construction Overview
Site clearing and earth work started in late September 2023. The contractor is starting with the installation of the retention pond and berm so that JEA can install the landscape buffer at the beginning of the project. This will allow time for the buffer to grow in prior to the planned opening of the Center in late 2025. Concurrently, the contractor will also construct the building, site utilities, perimeter fence, site access road, and parking areas.
Construction will require the use of large equipment, delivery vehicles and work trucks throughout the duration of the project. Construction traffic will enter and exit from the JEA property onto Southside Boulevard. Regular work hours onsite will be Monday through Friday from 7 a.m. to 6 p.m. Extended hours and weekend work may be required at some point in the project.
Construction Update - August 26, 2024
A.C. Schultes of Florida, Inc., a contractor working for JEA, will soon begin the installation of a new aquifer replenishment well at the H2.0 site. The project will start with the installation of a monitoring well, followed by initial sampling and the setup of a steel drilling pad. The final phase will involve drilling the aquifer replenishment well, which will be essential for the facility’s future operations.
AQUIFER REPLENISHMENT WELL INSTALLATION:
Anticipated Start Date: August 29, 2024*
Estimated Completion Date: June 2025*
Normal Work Hours: Monday through Friday, 8:00 a.m. to 6:00 p.m.*
*Dates and times are highly subject to change and in some instances, extended hours and weekend work may be required.
Construction activities will occur on JEA’s property and within City of Jacksonville rights-of-way and easements. Residents may notice increased construction traffic and noise during this time, as construction will require the use of trucks, large equipment (including a crane) and generators to complete construction of the well. The contractor will utilize the JEA’s entrance at 7599 Southside Boulevard for construction access.
On multiple occasions, the contractor will need to flush water from the well using above-ground piping that extends from the well site into adjacent wetland areas. The water being discharged is safe and comes directly from the Floridan aquifer, but may cause minor, temporary pooling of water near the discharge area. The flushing process can take anywhere from 2-3 weeks and is required for clearing and testing the well prior to use by JEA.
This project will not affect your normal JEA electric, water and/or sewer service.
