Project Objective

The Arlington East Water Reclamation Facility is currently permitted for 25 million gallons per day. Multiple parts of the existing plant need to be replaced or upgraded to meet this permitted capacity and effluent limits, as well as increase flexibility and redundancy of the plant. The project will add a new influent structure, aeration basin, primary clarifier, and blowers.

    Closed Title:Arlington East Water Reclamation Facility | High Level Disinfection and Reclaim Water Expansion

    Project Objective

    The Arlington East Water Reclamation Facility is the second largest facility in the JEA fleet treating 20 million gallons per day. The improvements are needed to support the new H2.0 Purification Center. The Project will expand the reclaim water system to full plant capacity and install a high-level disinfection system, rehabilitate the existing effluent pumping system, and construct a new lab building.

    Closed Title:Buckman Biosolids Conversion

    Project Objective

    Buckman Water Reclamation Facility (WRF) is JEA’s largest WRF. It includes a centralized Residuals Management Facility that processes biosolids from Buckman and eight other WRFs. Operating since 1958, the majority of the mechanical equipment and the building have reached the end of their usefulness and require replacements.

    The project will result in several capital projects to update and rehabilitate the Buckman WRF, including new biosolids handling. The new facility will consist of (a) a new two-story sludge thickening building; (b) a new thickening bulk polymer storage and feeding building; (c) a new magnesium hydroxide storage and feed building; (d) a new three-story biosolids dewatering building; (e) a new electrical switchgear building; (f) a new warehouse building, and (g) other miscellaneous facilities, including a filtrate pump station, a centrate pump station, and a thickening facility odor control system.

    Greenland Water Reclamation Facility

    Project Objective

    The Greenland water reclamation facility serves customers and supports growth in Jacksonville’s Southside. The facility will treat water for an area initially serving 22,800 reclaim water customers in in E-Town and to the south along U.S. 1, within the Nocatee and Twin Creeks communities. 

    The facility is JEA’s first new water reclamation facility in Duval County in 48 years. The Greenland facility will allow JEA to continue in its sustainability mission. All of the plant’s effluent will be used for reclaimed water, which will initially service 5,700 customers for their irrigation needs.

    Project Objective

    The Center will serve as a training facility for JEA staff and visitor center to educate the public about the water cycle and purpose of the purification process. The center will further purify reclaimed water so it can be used to replenish the aquifer. The process is similar to what nature does through rainfall — only with a smaller footprint, in a shorter amount of time.

    Closed Title:Monterey Water Reclamation Facility

    Project Objective

    The Monterey Wastewater Treatment Facility was built in 1997 and has a permitted capacity of of 3.6 MGD and has a permitted outfall to the St. Johns River. There have been no major modifications in the past 20 years. The plan rehabilitation/improvements project includes an influent screening/pump station, sequence batch reactor No. 4 conversion to an aerobic sludge digester, sludge holding, dewatering and truck loading, effluent pump station, effluent equalization tank, electrical and storage building, emergency electrical generator/fuel tank, abandoned odor control system, operation buildings and site improvements.

    Closed Title:Nassau Water Reclamation Facility Upgrade

    Project Objective

    Projected growth in Nassau County demands that we expand the Nassau Water Reclamation Facility (WRF). The current wastewater flow projections predict that the plant will exceed its current capacity in 2025. Based on these projected wastewater flows, JEA decided to construct a new 2 MGD water reclamation facility with future plans to build out the new facility to 4 MGD by 2035 and take the existing 1.5 MGD MBR facility offline.

    Project Objective

    This project consists of the design, permitting and construction of a 2 MGD advanced water reclamation facility (WRF) including biosolids processing, new influent pipelines, and a deep disposal well in JEA’s NW service area. It also includes the design and development of a Master Development Plan for the total build out of the plant site that will be no less than 9 MGD, total build out capacity to be determined.

    Project Objective

    This project will upgrade the existing facility to handle the anticipated increase in wastewater flow due to continued growth in the Ponte Vedra service area. The e Ponte Vedra WRF rehabilitation project will consist of a new equalization tank, expanded digestion capacity, rehab headworks, rehab sequenced batch reactors, new sand filter, and new blowers to support additional wastewater treatment aeration.

    Closed Title:Southwest Water Reclamation Facility

    Project Objective

    JEA's Southwest Water Reclamation Facility treats wastewater from Jacksonville's Westside. Expansion of the facility is needed to replace aging equipment and facilities within the plant and expand the permitted average capacity from 10 MGD (million gallons per day to 16 MGD. 

    The expansion will include two new bioreactorsfour-stage Bardenpho with  aerated sludge treatment trains with internal recycle, two (2) new secondary clarifiers, and a new, larger ultraviolet (UV) effluent disinfection system.  Provisions will be included to allow for future expansion of a third treatment train and clarifier, as demands increase due to population growth.

    The purpose of this project will be to expand the facility’s water production and treatment capacity from 3.0 to 7.0 MGD.  This expansion will include the following new facilities: one (1) 2 MG Ground Storage Tank with tray aeration and ventilation system, high service pump station building, a sodium hypochlorite storage & pump room, four (4) high service pumps (VFD), a new on-site sewer pump station, a new emergency generator, a new on-site Replacement Well (Well No. 2R) and demo of existing WTP.
