Collective Bargaining Agreements
Most JEA civil service employees are represented by one of five labor unions dependent on their job classification (listed as an appendix of each contract). Each bargaining unit contract represents the wages, hours and terms and conditions of employment that were negotiated by management and the respective union. Below are the most recent contracts effective from October 1, 2022 through September 30, 2025.
- Professional Employees Association (PEA)
- Jacksonville Supervisors Association (JSA)
- International Brotherhood of Electrical Workers, Local 2358 (IBEW)
- Northeast Florida Public Employees’ Local 630, Laborers’ International Union of North America, AFL-CIO (LIUNA)
- The American Federation of State, County and Municipal Employees, Council 79, AFL-CIO, Local 429 (AFSCME)
