Bartram Re-Pump Station to US-1 (Philips Highway) Water Improvement Project

Project Objective

This project is part of JEA’s Total Water Management Plan (TWMP) designed to improve the water grid in the southern portion of JEA’s service territory. As growth continues in our southern service area (including the Bartram and Nocatee areas), a dedicated water line is required to serve JEA’s existing Bartram Water Re-pump Station. This project will allow our southern service territory to remain interconnected by providing a critical redundancy in our system which will improve water system reliability to all of our customers. The Bartram Re-pump Station is important as it delivers potable water to both the Nocatee and Bartram areas and maintains serviceable pressure during high usage periods.  

As part of this construction project, a contractor (Garney Construction) working for JEA installed 17,450 linear feet of 24-inch water main on JEA’s electric transmission easement from US-1 (Philips Highway) to the Bartram Re-pump Station (4503 Race Track Road). The contractor also installed 200 linear feet of 16-inch water main at JEA’s St. Johns Forest Water Treatment Plant located at 2740 CR 210. 

The new water main corridor follows the JEA electric transmission line easement from start to finish. Most of the water main was installed using traditional open-cut method of construction along the easement.

Multiple road crossings (I-95, Old St. Augustine Road, Bartram Park Boulevard), including across I-95 were required as well as a railroad crossing adjacent to US-1 will be required.  JEA completed work in these areas by utilizing trenchless technologies such as horizontal directional drilling (HDD) and jack and bore. JEA used these methods when drilling beneath Durbin Creek and nearby wetlands to avoid impacting the environment. 

Construction Conditions

Construction occurred along the JEA electric transmission easements and in some City streets, rights of way and easements.
