Project Objective

The JEA Fairfax Water Treatment Plant located at 3020 Fairfax Street consists of a pump station building and two rectangular water reservoirs that were constructed in the 1940's. The reservoirs are supplied raw water from six active local area potable water wells that serve JEA customers. The total capacity of both of these reservoirs (holding tanks) is 2.5 million gallons and they are approximately 13 to 14 feet in total depth.

These reservoirs are built partially above and below grade and are constructed of steel-reinforced concrete. JEA has determined that the external and internal structure of the these reservoirs have reached the end of their service lives and must be rehabilitated to keep the water plant reliable and the reservoirs structurally sound.

A contractor has been hired by JEA to rehabilitate the reservoir structures. The rehabilitation construction activities include patching the internal and external reservoirs; forming and patching areas inside each tank; sealing any external tank cracks; applying new coatings and removing the large rooftop areas and replacing these areas with lightweight concrete. Other work will include the removal of some of the internal and external piping, relocating fans and completing various electrical and mechanical upgrades around the plant.

Construction Conditions

Construction will primarily occur on the JEA property located at 3020 Fairfax Street and within the City of Jacksonville’s rights of way, roads and easements. There will be noise associated with many of the construction activities required to complete this project.

Road Closures

Due to the small footprint of the JEA Fairfax Water Treatment Plant property, scale of the construction project, and size of the equipment required to complete this project, JEA will be required to temporarily close 21st Street from Spires Avenue to Fairfax Street and 20th Street from Spires Avenue to Fairfax Street to vehicular and pedestrian traffic. (Please see the map on the reverse of this flyer). The roads will not be closed at the same me and closures will depend on what area of the plant the contractor is currently working. Detour signs will be set-up to guide drivers around the construction area.

These closures are necessary for the safety of the general public and the workers during construction. The City park located on Spires Avenue will remain open.

Restoration of Project Area

Restoration of the project area will begin after the rehabilitation of the plant has been completed and cleared for use.

Upon completion of the project, any existing pavement, grass, curb, gutter, driveways or sidewalks affected during construction will be returned to its pre-construction condition.
