Project Objective

JEA will soon begin a project to upgrade the electrical equipment in your neighborhood. JEA contractor crews (Heart Utilities, Inc.) will be installing new protective conduit, electric cables, and PVC manholes between Bay Plantation Drive and Fernbank Lane.

This project will also include setting a new riser pole at the JEA lift Station located at 12901 Fernbank Lane, installing a new junction enclosure on Bay Plantation Drive to house the electrical components, and removing a portion of the existing overhead electric circuit between Fernbank Lane and Reggie Road. Once completed, this project will help to improve the overall quality and reliability of your electric service.

The contractor will install the new conduit with a technique called horizontal directional drilling (HDD). HDD requires very little excavation, reduces construction duration, and is less disruptive to the surrounding community. Once the new underground cabling and riser pole have been installed and energized, JEA crews will return to remove the existing overhead electric span and poles between Fernbank Lane and Reggie Road. 

Construction Areas

Construction will primarily occur in City of Jacksonville rights-of-way and easements. 

Construction Conditions

Residents will be provided access and will be permitted to drive (with caution) within the work area. Please see the project work area map below.  There may be times when driveways are temporarily blocked while crews are working in the immediate area. Crews will knock on doors to provide time to move vehicles prior to blocking any driveways for prolonged periods. Please observe all construction signs, detours and general directions provided by the crews working on-site.   

For the safety of our crews, dewatering pumps to remove groundwater may be required prior to excavation. If required, these pump systems will operate continuously throughout the project. 

Planned Power Outages

Some customers may experience brief interruptions to their electric service.  JEA will notify customers at least 48-hours prior to any planned prolonged electric outages.

Restoration of the Project Area

Restoration of the project area will begin soon after the project has been completed. Any existing grass, sprinklers, pavement, curb, gutter, driveways and/or sidewalks affected during construction will be returned to its pre-construction condition.
