King Street - Shircliff Way Water Main Improvement Project

Work hours varied throughout the project and included both nights and weekends*. The contractor had specific work hour restrictions to limit construction during high traffic periods and to accommodate activities at St. Vincent’s Medical Center. 

Project Objective

A contractor working for JEA (J. B. Coxwell Contracting, Inc.) replaced a portion of of the aging water main infrastructure that serves the community. These pipes have reached the end of their service lives and need to be proactively replaced to prevent future main breaks or possible water outages.

This included the replacement of an existing water main and water services on Barrs Street from Oak Street to Shircliff Way and on King Street from St. Johns Avenue to the River House Parking garage. Please see the project area map below.

Temporary Road Closures and Detours

For the safety of our crews and the general public, we were required to temporarily close and detour traffic while the new water main was installed. Traffic was permitted to drive (with caution) through the project area when crews were not working.  

Construction Conditions

Construction primarily occurred in the City of Jacksonville (COJ) and Florida Department of Transportation’s (FDOT) rights of way, roads and easements. The contractor was required at times to block parking spaces along Riverside Avenue in order to stage equipment.

Residents, businesses and business patrons who resided or had business within the project area had access to their homes or business during the project. 

Restoration of the Project Area

Restoration of the project area began after the new water main has been installed, tested and cleared for use. Upon completion of the project, any existing pavement, grass, curb, gutter, driveways or sidewalks affected during construction was returned to its pre-construction condition.
