This project has been completed. Below is the information provided to customers prior to the project start date.

Project Objective

JEA and the City of Jacksonville have been monitoring the pavement on Mandarin Road since the completion of the Scott Mill Septic Tank Phase Out Project which was completed in December of 2008.

As you may have noticed, some of the paved areas have partially failed causing the gradual deterioration of the roadway. JEA has hired a contractor, Callaway Contracting, Inc. to make the necessary repairs to Mandarin Road from Scott Mill Road to approximately 11548 Mandarin Road. This work will include the milling of the asphalt, the removal and replacement of the existing sub-base, the repaving of the road and restriping as required. 

Construction Conditions

Residents that reside within the project area will receive informational door hangers throughout the project that will detail the work related activities near your home and update you on our progress. 

Driveways within the project area may be temporarily inaccessible during daytime working hours (Monday through Friday from 9 a.m. to 4:30 p.m.) while the contractor is working in front of them. The contractor will notify each customer prior to closing of blocking of driveways. The contractor will attempt to have all driveways accessible during the evening and weekend hours. Please notify JEA directly at 665-7500 if you require any accommodations during the project.

Following the completion of the project, any driveways, curbs, sidewalks, sod, irrigation or landscaping unintentionally damaged during construction will be replaced or repaired. 

Partial Road Closure

JEA’s contractor will be required to close Mandarin Road from Scott Mill Road to San Jose Boulevard to thru vehicular traffic Monday through Friday from 9 a.m. to 4 p.m. Traffic will be temporarily detoured around the work area (see detour map on reverse). Mandarin Road will be reopened each evening (after 4 p.m.) and on weekends to normal traffic. It is recommended that vehicular traffic utilize the traffic detours to avoid delays.

Residents that reside within the project boundaries will be provided access to their homes and are permitted to drive (with caution) within the construction area. The contractor will keep one traffic lane within the project area open using a flagging operation. Please observe all construction signs and direction provided by JEA crews working onsite. Residents should plan ahead and anticipate traffic delays. We apologize in advance for the inconvenience.
