Note: Start and completion dates are subject to change and in some circumstances night, weekend and extended hours may be necessary. JEA crews will not be working on holidays observed by the City of Jacksonville. 

Project Objective

JEA constructed the Northwest Water Treatment Plant (WTP) at 1820 Owens Road. This new plant will serve as a back-up facility to our Highlands WTP (located off Dunn Avenue). 

The new plant will provide finished-water for new commercial and residential developments in the north-grid and surrounding areas. The Northwest WTP will supply an initial water capacity of 5.89 million gallons per day (MGD) and have a final build-out capacity of 14.4 MGD.  

New Facility Features

  • Two (2) – 2500 GPM Raw Water Supply Wells
  • One Million Gallon Pre-stressed concrete tank (with another 1MG tank added in the future)
  • Pre-engineered Metal Process Building
  • Four (4) – High Service Pumps (with one additional pump added in the future)
  • Sodium Hypochlorite System (for disinfection)
  • 2,300 LF of off-site 24” finish water piping to JEA’s existing grid connection point
  • Wastewater Lift Station
  • 500 kW Emergency Diesel Generator
  • The facility will be fenced, landscaped, lighted and fully secure
