Riverside Avenue - St. Johns Avenue Water Improvement Project

Roads Affected

Avondale Circle, Edison Street, King Street, Riverside Avenue, St. Johns Avenue

Project Objective

A contractor working for JEA will be replacing and upgrading the existing potable water mains along St. Johns Avenue from Avondale Circle to King Street, King Street from St. Johns Avenue to Riverside Avenue, and Riverside Avenue from King Street to Edison Street.

This project will provide better reliability and water pressure to the surrounding area. Asphalt within the project limits will be milled and resurfaced (curb to curb) following the pipe installation.

Construction Conditions

Construction will primarily occur in the City of Jacksonville and Florida Department of Transportation (FDOT) rights of way, roads and easements. JEA plans to close and detour only a few blocks at a time along the project route. The contractor will have specific work hour restrictions to limit construction during high traffic periods.

The new water line will be replaced using the pipe bursting installation method which substantially decreases construction duration and is less disruptive to the community. This type of installation requires very little excavation work. Once pipe bursting operations are underway, it may be necessary for the contractor to work extended hours until the work is complete.

This construction work will be very similar to the "pilot" pipe bursting water project which the same contractor successfully completed near The Shoppes of Avondale just prior to the Town Center project in 2010.

Project Update 8-27-13

The contractor working for JEA is close to completing the installation of the new water main along St. Johns Avenue. The project is on schedule for completion by October 2013 (weather permitting).

Once completed, the Florida Department of Transportation (FDOT) will begin to mill and resurface St. Johns Avenue from Kings Street to the Avondale Town Center.

Planned Water Outages

JEA customers will experience interruptions to their water service the day the pipe is installed. JEA will notify customers 24-48 hours prior to any planned outages. A 4 - 8 hour water outage can be expected when the crews transfer your home or business from the old water main/service to the new water main/service.

Restoration of Project Area

Restoration of the project area will begin after the new water main has been installed, tested and cleared for use. Upon completion of the project, any existing grass, curb, gutter, driveways or sidewalks affected during construction will be returned to its pre-construction condition.

Paving

Once the work on St. Johns Avenue is completed, the FDOT will schedule milling, resurfacing and striping in this area. The final restoration and paving is estimated to be completed by November 2013.
