Project Objective

A contractor working for JEA (TB Landmark) recently completed work to install new chilled water mains along N. Julia Street and E. Monroe Street that will serve the new JEA headquarters. The next phase of this project will be to install chilled water mains on N. Julia Street and W. Monroe street that will serve the City of Jacksonville’s Ed Ball Building located at 214 N. Hogan Street.

Once completed, this project will also provide future connections for the Jacksonville Fire and Rescue Department (JFRD) headquarters. 

Chilled water systems efficiently supply chilled water to commercial buildings from a central plant using underground supply and return distribution pipes. The chilled water is then utilized by each building to provide air conditioning through their on-site air-handling units. 

Construction Conditions

Construction will primarily occur in the City of Jacksonville rights-of-way, roads and easements. For the safety of our crews and the general public, the contractor will be required to temporarily close one lane of traffic and adjacent sidewalk on each individual street while the chilled water mains are being installed.

Project Update - August 24, 2022

For the safety of our crews and the general public, the contractor will be required to temporarily close Monroe Street between Julian Street and Hogan Street each evening from 9:00 p.m. to 6:00 a.m. to complete their work. Please see the work area and detour map below. This work is being completed overnight on weekdays to avoid peak traffic periods. Monroe Street will be reopened each weekday morning and will remain open during weekends.

Restoration of the Project Area

Restoration of the project area will begin after the new water main has been installed, tested and cleared for use. Upon completion of the project, any existing pavement, grass, curb, gutter, driveways or sidewalks affected during construction will be returned pre-construction condition.
