Kings Road Infrastructure Improvement Project

Estimated Dates & Work Schedule

Anticipated Start Date: 2015-08-16
Anticipated End Date: 2018-07-31

Project dates are highly subject to change and in some circumstances night, weekend and extended hours may be necessary.

Project Objective

JEA completed water and sewer improvements throughout various portions of the Kings Road corridor from Cleveland Street, near John E. Ford Elementary School, to Darrow Street, approaching the merge with the MLK Jr. Parkway.

The water system improvements were initiated due to the need for increased capacity as well as replacement of the aging infrastructure. The sewer system had also exceeded its life expectancy and is currently experiencing some cracks and failures that are causing problems with the roadway surface as well as maintenance issues for JEA crews.

Since the Florida Department of Transportation (FDOT) is planning to resurface this portion of Kings Road, JEA repaired any underground water and sewer issues now to ensure that JEA utility repairs will not be required following the FDOT improvements to the Kings Road corridor. The water main improvements along Kings Road (Cleveland to Fairfax) will be completed during the future FDOT portion of the project.

Temporary Road Closure and Detours

The intersection Kings Road and Myrtle Avenue will be detoured on weekends from 9/23 to 10/26, Fri 9 p.m. to Mon 5 a.m.

Sewer System Improvements (Phase 1 and Phase 2)

Update - May 19, 2016:

Phase 1: October 2015 - September 2016

This work has been ongoing along the Kings Road corridor for the past several months. The existing sewer collection pipes are being replaced with a trenchless lining technology that allows JEA to rehabilitate and clean the old pipes of any obstructions without having to dig up large portions of the street. During this same construction work, JEA’s contractors are also rehabilitating many of the older existing sewer manholes.

Evening and weekend hours are required to avoid high traffic periods.

Phase 2: May 25, 2016 - October 2016 - Deep Line Sewer Replacement

The portion of existing sewer pipe that will require complete replacement is limited to the area of Kings Road between Myrtle Avenue and Barnett Street. The work will continue along Barnett Street to the intersection of 1st Street West. Due to the depth of this sewer line, JEA will be required to completely close a portion of Barnett Street and Kings Road to complete the installation of the new sewer line. Detours will be required for this work, but should be completed within a 2 month time frame. We apologize in advance for the inconvenience to area residents.

Evening and weekend hours will be required to avoid high traffic periods.

Sewer Lateral Replacement

Once the main sewer line has been replaced, the various laterals that extend from the mainline to accept wastewater from the various residential, commercial, and institutional locations within the corridor will also require replacement within the Kings Road project area.

Water Improvements

The water improvements will take place after the sewer work is complete and will occur concurrent with the FDOT roadway improvement project.
A 12-inch water main will be constructed along Kings Road to provide additional capacity and replace the aging 8-inch water system. The work will include constructing the 12-inch pipeline in an open trench cut into the roadway. There will be lane closure impacts to Kings Road for this construction. Temporary outages should also be anticipated to reconnect water service lines to adjacent homes and businesses, but this will be limited as much as possible and coordinated with each service connection. Any disruption to service will be scheduled for night-time occasions. This replacement should help reduce the number of water main leaks and breaks due to the existing pipe age. The work will coincide with FDOT’s resurfacing project, but the water main replacement limits will occur from Cleveland Street to Fairfax Street.

Restoration of Project Area

Restoration of the project area will begin after the sewer lines have been installed, tested and cleared for use. Upon completion of the project, any existing curb, grass, sidewalk, driveways or asphalt affected during construction will be returned to its pre-construction condition.
