Project Background & Overview

JEA has completed the initial rehabilitation of an existing potable water well located in Klutho Park near the Klutho Park Baseball Field bordered by West 3rd Street and Boulevard Street in the Springfield neighborhood.

This well is one of over 141 active wells that are a part of JEA’s regional water supply transmission system. Once completed, this well will improve our system’s overall water availability, reliability and will continue to provide a robust water supply system throughout JEA’s service territory.

Project Phases

The JEA contractor began rehabilitation of the well that will be followed by a period of evaluation and documentation (you may notice a break in construction activities during this time). The contractor will then return to complete the rehabilitation to include replacement of the equipment that serves the well.

Construction Area

The well is located in a cinderblock building in Klutho Park nearest the fountain, band shell and disc golf course. For the safety of the general public, this area will be fenced in for the duration of the project. This may temporarily impact holes #3 and #4 on the disc golf course.

Conditions During Construction

Construction activities will take place on JEA’s property and within the City of Jacksonville’s park property, rights of way, easements and roads. The contractor will not be required to close any nearby roads during this work.

This construction will require the use of very large equipment and generators to make upgrades to the well. There will also be trucks entering and exiting the work site at different times of day throughout the day. This work will not impact your normal JEA electric, water or sewer service. Restoration of the project area will be begin soon after the work at the well site is completed. Any existing grass, curb, or sidewalks affected during construction will be returned to their preconstruction condition.

Flushing and Testing of the Well

JEA will be required to flush water from the well on multiple occasions using above ground piping installed from the well site to storm drains located near the walking path near Hogan’s Creek. The water being discharged into the creek comes directly from the aquifer and is safe. The flushing and testing process can take anywhere from 2-3 weeks and is required for clearing and testing the well prior to use by JEA for our customers.

Restoration of the Project Area

Upon completion of the project, any existing pavement, grass, curb, gutter, driveways or sidewalks affected during construction will be returned to its pre-construction condition.
