*In some circumstances, extended hours and weekends will be required. Work at the intersection of E. 10th Street and Hubbard Street will take place in the evening hours to avoid peak traffic periods. 

Project Objective

JEA crews replaced and upgraded portions of the existing water and sewer mains on N. Market Street between E. 9th Street and E. 10th Street, E. 10th Street between N. Market, Hubbard Street from E. 9th Street and E. 10th Street, E. 9th Street from Hubbard Street to Market Street, a portion of Hubbard Terrace, and the alleyway between Hubbard Terrace and N. Market Street running north to south from E. 9th Street to E. 10th Street. These sections of water and sewer lines had reached the end of their useful service lives and were proactively replaced to ensure the reliability of the water and sewer system that serves the area. 

Failures to sewer mains can potentially cause major sewer back-ups, environmental harm and roadway issues. This project will provide increased water pressure, fewer unplanned water repairs, fewer unplanned water outages and increased reliability of the water and sewer systems in the area.

Construction Conditions

Construction primarily occurred in City of Jacksonville rights-of-way, roads, and easements.

Restoration of the Project Area

Restoration of the project area typically begins 2-3 weeks after the new water and sewer mains have been tested and cleared for use. Any existing pavement, grass, curb, gutter, driveways, or sidewalks affected during construction will be returned to their pre-construction condition.
