Project Objective

JEA contractor crews (Ferreira Construction) will soon be working in your area to replace and rehabilitate a portion of sanitary sewer force main, and a manhole located on W. 13th Street between McMillan Street and Fairfax Street.

This section of sewer main and manhole have reached the end of their useful service lives and must be proactively replaced to ensure the reliability of sewer service that serves your neighborhood. Sanitary sewer force mains are pressurized sewer pipes used to transport sewage to JEA wastewater treatment plants. Failures to sewer mains and manholes can potentially cause major sewer back-ups, environmental harm, and roadway issues.

Construction Conditions

The contractor will first install a temporary, above ground sewer by-pass piping system to remove the flow from the failing pipe and divert the sewage to a nearby manhole while the work is completed. These pipes will be located along the City of Jacksonville right-of-way and Duval County Schools property. This work will also require closing some neighborhood sidewalks and secondary driveways for the duration of the work. Please see a map of the by-pass area below.

Once the by-pass piping system is in place and operational, crews will return to complete the construction work on the sewer main line and install the new manhole. More information will be provided to customers prior to this phase of construction. For the safety of our crews, dewatering pumps to remove ground water will also be required prior to excavation. These pump systems will operate continually (24-7) throughout the project. 

Residents and/or businesses will be provided access to their primary driveways and will be permitted to drive through the work area. JEA encourages drivers to take alternate routes or plan for traffic delays in this area. Electronic message boards will be placed to alert motorists of the temporary road closures.

Please observe all construction signs, detours and general directions provided by the crews working on-site.

This work will not affect your normal JEA electric, water and/or sewer service.

Restoration of the Project Area

Restoration of the project area will begin soon after the project has been completed. Any existing grass, sprinklers, pavement, curb, gutter, driveways and/or sidewalks affected during construction will be returned to its pre-construction condition.
