N. Bowlan Street - Circuit 650 Electric Reliability Project

Project Objective
JEA contractor crews (Ferreira Construction) will soon be working in your neighborhood to replace and upgrade a portion of the underground electric cabling from the JEA electric substation located at 439 N. Bowlan Street to the riser pole located near 8421 Free Avenue. The existing cabling has reached the end of its useful service life and must be proactively replaced to ensure the power, quality and reliability of the electric service that serves the area.
This work will include replacing approximately 2,000 circuit feet of underground electric cable with new and improved cabling. This new cable will be contained within a duct bank system for added protection and longevity, will increase power capacity, and will accommodate any future growth in the area.
Construction Conditions
Work will occur within the City of Jacksonville rights-of-ways and utility easements. For the safety of our crews and the public, the contractor will be required to temporarily close and detour traffic on portions of N. Bowlan Street as crews move to complete work along the project route. Please see the project work area map below.
Residents will be provided access to their driveways and will be permitted to drive (with caution) within the work area. There may be times when driveways are temporarily blocked while crews are working in the immediate area. Crews will knock on doors to provide time to move vehicles prior to blocking any driveways for prolonged periods. Please observe all construction signs, detours and general directions provided by the crews working on-site.
Residents may notice increased construction traffic and materials at the work sites, and there will be some noise associated with this construction.
For the safety of our crews, dewatering pumps to remove ground water may be required prior to excavation. If required, these pump systems will operate continually throughout the project.
Planned Power Outages
Customers may experience brief power outages related to this work. Advanced notification will be provided to customers impacted by any planned electric outages (lasting more than 1-hour).
Restoration of the Project Area
Restoration of the project area will begin soon after the project has been completed. Any existing grass, sprinklers, pavement, curb, gutter, driveways and/or sidewalks affected during construction will be returned to its pre-construction condition.
