Project Objective

A contractor working for JEA (Henkels & McCoy, Inc.) will soon begin work on an electric reliability project along North Laura Street. The project will include installation of an underground electrical duct bank and conduit that will help link two of our downtown electric substations. The work will begin along North Laura Street at the Florida State College of Jacksonville (FSCJ) parking lot entrance to a manhole located on the north side of Bethel Baptist Street. 

Once completed, this project will provide improved system reliability for FSCJ, Bethel Baptist Church and the rest Jacksonville’s downtown core. This will also prevent any long term outages. Should there be any type of catastrophic event or failure at one of the two substations, we could immediately back feed from the other station.

Construction Conditions

To complete this work, our contractor will be required to dig up the sidewalk and street area along North Laura Street to install the electric duct bank. You will notice utility locates (paint and flags) the week of August 7th, followed by construction over the next 4-6 weeks. 

Temporary Road Closure and Detour

Our contractor will be required to close the sidewalk from the FSCJ parking entrance to Bethel Baptist Street. This will not impact traffic flow into and out of the FSCJ parking area. 

When crossing the street with the duct bank to connect to an existing JEA electrical manhole located in the grass on the north side of Bethel Baptist Street, the contractor will also be required to temporarily close and detour Bethel Baptist Street to traffic. 

The contractor will close a portion of North Laura Street, by-traffic will be able to continue in both directions. 

Restoration of Project Area

Restoration of the project area will begin after the electrical duct bank and conduit have been installed and cleared for use. Upon completion of the project, any existing pavement, grass, curb, gutter, driveways or sidewalks affected during construction will be returned to its pre-construction condition.
