Richmond Shadowlawn Overhead to Underground Utility Conversion Project

Project Objective

The Richmond Shadowlawn Overhead to Underground Utility Conversion Project is a community driven “grass roots” project requested and organized by neighborhood residents. More than two-thirds of the property owners within the project area signed a petition in favor of funding this project. The  petitions/ordinance (#2021-0550) for this neighborhood special assessment was presented and approved by the Jacksonville City Council on September 28, 2021. 

JEA, AT&T and Comcast have completed the work to convert the existing overhead utility lines to underground in the Richmond Shadowlawn Overhead to Underground Utility Conversion Project area. JEA also installed new street lights throughout the project scope. 

In an effort to finalize the project, we are requesting that any outstanding issues be reported to JEA’s Project Outreach  team by May 10, 2024. Please contact us at 665-7500 or projectoutreach@jea.com so that we can have the contractor(s) investigate and/or repair these items in a timely manner.  

Upon the completion of any outstanding work, the project will be formally closed out and the project related costs will be audited and submitted to Jacksonville City Council for final approval. The special assessment, and financing costs for those property owners who financed their individual service lateral conversions, will appear on the next property tax bill following City Council approval.

Once the final costs are approved, 100% of the property owners within the project footprint will be assessed annually on their property tax bill (see parcel map below).

Neighborhood Informational Meetings

 On Thursday, January 13, 2022 at 6:30 p.m., JEA hosted a virtual neighborhood meeting via Cisco WebEx to discuss updated information pertaining to the proposed project. JEA staff provided a brief presentation followed by a virtual question and answer period.
