Project Objective

The purpose of this project is to replace the aging water and sewer infrastructure that serves the neighborhood. These pipes have reached the end of their service lives and need to be proactively replaced to prevent any future main breaks or possible water outages. 

This work will include the replacement of an existing sanitary sewer force main and upgrading some of the potable (drinking water) water mains in your area. Sanitary sewer force mains are pressurized pipes used to transport sewage to wastewater treatment plants. JEA will also be replacing existing fire hydrants, and installing one additional fire hydrant.

Construction Areas

The water main and sewer force main will be replaced on Rushing Street from the intersection of Kings Road (US 23) to West 2nd Street and West 2nd Street from Rushing Street to Whitner Street.

Construction Conditions

Construction will primarily occur in the City of Jacksonville and Florida Department of Transportation’s (FDOT) rights of way, roads and easements. The contractor will be required to close Rushing Street to thru-traffic to complete the installation of the new water main and sewer force main. These closures are necessary for the both the safety of the workers and the general public.

Residents who reside within the project boundaries will be provided access to their homes and are permitted to drive (with caution) within the construction area. There will be times during the day when customers may have limited access when the contractor is working directly in front of homes or businesses. 

In addition, sections of driveways may be required to be removed and replaced to install the pipe. Residents and business owners will be notified in advance by crews to allow for removal of vehicles prior to driveway construction.

Water Outages

Some customers may experience minor interruptions to their water service. JEA will notify customers 24 hours prior to any planned outages. Residents that reside along the construction route may also experience a brief (10 to 15 minutes) outage while crews transfer your home or business from the old water service to the new water service.

Restoration of Project Area

Restoration of the project area will begin after the new water main and force main have been installed, tested and cleared for use. Upon completion of the project, any existing pavement, grass, curb, gutter, driveways or sidewalks affected during construction will be returned to its pre-construction condition.
