Project Objective

A contractor working for JEA (Jacobs) will soon begin a project to install a new potable water supply well located at 4825 W. Cisco Drive. This well will be one of over 141 active wells that are part of JEA’s regional water supply transmission system. Once completed, this well will improve our system’s overall water availability and reliability, while continuing to provide a robust water supply system throughout JEA’s service territory. 

The first phase of this project will be to install the new production well required for the artesian well construction. Well drilling activities related to Phase 1 are expected to take place from June 2024 to November 2024*. The second phase will involve the installation of a new raw water main from the well site to the JEA Westlake Water Treatment Plant located at 4770 W. Cisco Drive. The final phase of the project will involve installation of the above-ground well piping and necessary components at the well site.

Construction Areas

Construction activities will occur on JEA’s property and within City of Jacksonville rights-of-way and easements.  

Construction Conditions

Construction activities will occur on JEA’s property and within City of Jacksonville rights-of-way and easements. Residents may notice increased construction traffic and noise during this time, as construction will require the use of trucks, large equipment (including a crane) and generators to complete construction of the well.  The contractor will temporarily fence the work site for the safety of the public. Any fences, curbs, trees and grass disturbed will be replaced following construction.   

The contractor will be required to flush water from the well on multiple occasions using above-ground piping installed from the well site to nearby storm drain swales located on Cisco Road. The water being discharged is safe and comes directly from the Floridan aquifer, but may cause minor, temporary pooling of water near the discharge area. The flushing process can take anywhere from 2-3 weeks and is required for clearing and testing the well prior to use by JEA for our customers. 

This project will not affect your normal JEA electric, water and/or sewer service.

Restoration of the Project Area

Restoration of the project area will begin soon after the project has been completed. Any existing grass, sprinklers, pavement, curb, gutter, driveways and/or sidewalks affected during construction will be returned to its pre-construction condition.
