1411907246 (IFB) CT Group Heat Recovery Steam Generator Inspection
JEA is requesting a quote for HRSG inspection services for the two Nooter Heat Recovery Steam generators (HRSGs) located at our Brandy Branch Generating facility. JEA intends to award a single contract for 1 year with the option of extending for up to four additional years. The awarded contractor shall provide a pre-outage external inspection of both HRSGs that includes infrared imaging. Once the units are offline and cooled the awarded contractor shall provide an internal visual inspection of both HRSGs that includes a report with photos, prioritized recommendations, and a discussion with plant personnel. Any recommendations shall include details to plan and complete repairs, including a materials list with quantities and a repair procedure for each recommendation. The awarded contractor shall begin the inspection at the inlet of the transition duct system and finish at the exhaust stack. The normal HRSG inspection sequence would be an external inspection, gas side inspection, upper and lower dead air space inspections, waterside inspection (drums), and Flow Accelerated Corrosion (FAC) inspections.

1411897248 (IFB) NGS BSA Conveyor Railcar Unloader
The BSA (Byproduct Storage Area) Mobile Conveyor is used to offload rail cars of power generation unit byproduct waste ash, while minimizing environmental release during transfer to trucks due to them being overloaded during transportation for disposal. The current conveyor from Rail Barge Truck Services, Inc. (RBT) is a modified Model 3655 Belt Conveyor and has been in use since 2009. Due to handling corrosive material and storage outdoors the equipment needs replacement from damage induced through normal wear and tear and environmental exposure as seen in the images below. To maintain disposal operations a new equivalent conveyor is needed to perform as intended and utilizing OEM would allow any undocumented field modifications to be easily transferred to new equipment. Once modifications have been transferred to the new equipment the old conveyor can be sent back for trade-in. What would be the trade in value? Please note in Proposal.

The purpose of this solicitation is to select a vendor to replace the Fuel Dome “A” Boom Chute. The original chutes were 8mm plate with 10mm AR400 liner plates and bolted flanges. The new chute is to be fabricated from ½” thick through hardened plate with 3/8” A36 steel flanges.
Contractor Responsibilities - Material and labor to be provided by the Contractor.
• Provide all labor, materials, and equipment necessary to remove the existing Fuel Dome “A” Boom Chute.
• Install new Fuel Dome “A” Boom Chute.
• If welding is required, all welding shall be in accordance with AWS D1.1 and the material suppliers’ specifications.
JEA Responsibilities
• Support the decommissioning of the existing equipment including any instrumentation and controls, isolation of energy including steam, water, and power to provide a safe work environment.
• Provide a project manager/coordinator to assist in the timely decommissioning of the old equipment and installation of the new equipment.
